Victorians are preparing to rally outside Parliament House in support of VicHealth as state MPs debate the government’s plans to dismantle the agency next Wednesday, 29 July.
The Victorian Government’s proposal to abolish the world’s first health promotion agency after nearly 40 years has drawn significant opposition. In December 2025, the government announced its intention to dissolve the independent statutory body and integrate its functions into the Department of Health, following recommendations from an “Independent Review of the Victorian Public Service” known as the Silver Review.
The decision sparked a fierce backlash from the health and community sectors. Public health advocate Lucy Westerman notes that VicHealth’s independence allows it to collaborate with local sports clubs, grassroots groups, researchers, and local councils. This freedom enables the agency to provide fearless, evidence-based policy advice on health challenges. Thousands of people have mobilised to oppose the move, using petitions, social media, and direct contact with MPs to call for the decision to be reversed.

Opposition Health spokesperson Georgie Crozier and Greens MPs have vowed to block any legislative move to abolish the organization. While the Government has not yet introduced the legislation, numerous MPs have expressed support for it. In May, Minister for Health Harriet Shing confirmed that VicHealth’s funding was renewed for the 2026-27 period, though officials have not ruled out future integration plans.
It is difficult to gauge the exact political calculus behind the proposed restructuring. The government argues the changes are necessary for a more focused public sector, yet the widespread community and council opposition suggests a difficult political environment. If the government proceeds with the legislation despite this resistance, it may face legal challenges or significant political costs leading up to the upcoming election.
Local councils unite to protect health initiatives
A growing number of Victorian municipal councils have formally opposed the government’s plans to dismantle VicHealth. Inner-city councils including Yarra, Darebin, Melbourne, as well as Maribyrnong, Merri-bek, Boroondara, Brimbank and regional Mount Alexander Shire have passed motions expressing concern that removing the agency will undermine local efforts to promote mental health and prevent chronic disease.

In May, the Municipal Association of Victoria State Council adopted a consolidated resolution advocating for the retention of the organization as an independent statutory authority with dedicated long-term funding. The resolution also called for “genuine consultation prior to making any changes to VicHealth’s role, funding or focus.” Representatives from councils across Victoria adopted the motion almost unanimously, uniting Labor-aligned councillors with those from the Greens, independents, and the Coalition to urge the Allan Government to reverse its decision.
Further support came from the Labor State Conference, where a motion supporting the organization’s independence and funding was raised and passed unopposed. This cross-sectoral backing highlights the perceived value of the agency’s work in the community.
